I am currently working alongside a public sector body, who are looking to on-board a Programme Director to develop their new programme of working. The right candidate will have PPM Qualifications, have delivered on multiple high level programmes in a complex environments and have had experience of working with Ministers and key figures within public sector organisations.
The postholder will have specific responsibility for building and developing an integrated programme, developing the new business model which will form the design framework for the companies programme as a whole. This is a major endeavour for the organisation and as a member of the Management Board, you will be at the heart of determining the future direction of building safety.
*Lead, inspire and shape a multi-disciplinary team to develop and launch a building safety regulator for the 21st century. Ensuring the programme is designed, set up and supported to reflect the priority it has.
*Ensuring that all aspects of the workstreams link together and are co-ordinated - effectively managing dependencies, inter-dependencies and risks.
*Secure the resources needed internally and externally to deliver both the programme and the ongoing regulatory function. Providing input into Business Cases and other key documents.
*Manage the integration of project outputs and dependencies within the organisations strategic objectives. Putting in place and overseeing appropriate levels of governance and assurance. Ensuring governance boards are prepared for taking decisions in response to escalated risks or opportunities.
*Driving delivery actions and decisions towards the appropriate governance group; directing SROs, Project Leads and Project Managers to deliver their accountabilities and responsibilities.
*Develop and shape strong partnerships with external stakeholders to deliver a sustainable, effective regulator; nurture relationships at the highest level across industry and Government. Engaging and managing senior stakeholders in the organisation, other governmental organisations and Ministers and other external stakeholder groups.
*Deliver the programme to time, cost and quality parameters delivering excellent outcomes for the public. Overseeing the effective allocation of finance and resources to the Programme.
*Maintain and execute a robust design for new services which puts the building safety and public concerns at the centre of what we do and ensure service development is effective and deployed appropriately.
*Ensuring appropriate Governance and Assurance arrangements within the programme and its projects reflect the expected complex programme environment.
*Endorsing the use of appropriate standards and recognised good practice in Programme and Project Management (PPM) and learning from the experience of others.
*Excellent leadership skills with the ability to build high performing teams in a PPM environment.
*A track record of leading the successful delivery of large-scale programmes in a complex and ambiguous environment in the public or private sector, preferably with similar scale or reach, with a strong focus on performance, value for money and financial management.
*Substantial experience of collaborating with and influencing a broad range of stakeholders, Ministers and external partners across organisational boundaries, being effective at challenging assumptions and influencing direction in a fast-moving and complex environment.
*Proven experience of strategic thinking and of identifying and delivering solutions to complex challenges, together with the ability to exercise judgement in a complex political environment
*Clear understanding of, and familiarity with, reporting requirements for major programmes and the interface with a change portfolio function.
*Professional PPM qualification is required.
